modeling. Smaller projects should be included in program categories such as non-motorized
investments (Bike and Pedestrian) and/or projects that support transit oriented development.
In order to facilitate the development of the project lists, CMA staff has prepared a draft project
information sheet as shown in Attachment 2. An electronic version will be emailed to ACTAC.
The Investment Plan from the 2004 Countywide Transportation Plan (including 2 amendments
approved by the CMA Board) is shown in Attachment 3. A first cut at categorizing major
projects by corridor is included in Attachment 4.
The Plans and Programs Committee reviewed the scope and schedule for the Plan update last
month and had the following comments:
1. Corridor Level Approach: Expand the corridors to include bridge corridors and meetings
with adjacent counties; do not abandon planning areas
2. Address Congestion: in general supported this approach but some members suggested
that both existing and future congestion/hot spots be considered
3. Background Data: consistent with #1, the Committee requested that both existing data
(LOS Moiutoring, Top 10 Congested Locations etc.) as well as projected data be
considered. The CMA model will be used to generate this information. Should tie in
transit oriented development
4. Definition of High Priority Projects: they requested a status of the 6 projects identified in
2004 and agreed that new projects should be added. The definition should be reviewed.
5. Revenue Assumptions: Did not want to constrain revenues for the Vision Projects.
6. Categorizing Projects: No additional input
7. Emerging Issues: Include climate change; carbon emissions
8. Types of projects should include Safety
9. Include programmed projects that have funding shortfalls.
A draft list of the Vision Projects will he submitted to the CMA Board in June and the final list
in July. The final list is due to MTC on 7uly 27u'.
PAGE 2
