BACKGROUND <br />At its May 1 meeting, the Technical Advisory Committee of the Alameda County <br />Congestion Management Agency was asked to provide input into the process for <br />identifying Vision Projects for the update of the Countywide Transportation Plan. This is <br />a first step for submitting projects to the Metropolitan Transportation Commission for <br />inclusion in its 2009 Regional Transportation Plan (RTP). "Vision Projects" are those <br />projects that will facilitate implementation of MTC's vision of the region's transportation <br />future, and that meet one or more of three preliminary performance-based targets: <br />reducing delay, reducing vehicles miles traveled, and reducing emissions. If the City's <br />project is selected for inclusion in the Plan there are future opportunities for State or <br />Federal funding. The application to the Alameda County Congestion Management <br />Agency is due on May 25, 2007. <br />DISCUSSION <br />Staff believes that improvements that are contemplated on and adjacent to the East <br />Dublin/Pleasanton BART station would be consistent with the Vision and its <br />performance-based targets. Attachment 2 is a preliminary draft of the Project <br />Information Sheet for the Dublin/Pleasanton BART Station Intermodal and Streetscape <br />Improvement Project. This project consists of enhancements in and around the BART <br />Station and includes: a parking structure at the BART Station that includes increased <br />parking supply; improved pedestrian access to BART; improved pedestrian amenities <br />such as landscaping, wayfinding, and a plaza; potential bike and car-share facilities; <br />and shuttle and bus rapid transit interface improvements. <br />The City Council is being asked to approve a resolution authorizing the submittal of an <br />application for consideration of this project by the Alameda County Congestion <br />Management Agency and the Metropolitan Transportation Commission. Again, <br />submittal of this application does not constitute City approval of these projects; any <br />future improvements would be subject to the City's normal public review process and <br />would need to be found consistent with the City's General Plan policies for this area. <br />Furthermore, this resolution would not commit the City to any land use scenario for <br />Hacienda in the General Plan.
