THE CITY OF <br />PL~Ez~1S~4mNTONo CITY COUNCIL AGENDA REPORT <br />May 15, 2007 <br />Planning and Community Development <br />TITLE: APPROVAL OF FIRST CONTRACT AMENDMENT TO AN <br />AGREEMENT FOR PROFESSIONAL SERVICES WITH EIP <br />ASSOCIATES FOR SERVICES RELATED TO PREPARATION OF AN <br />ENVIRONMENTAL IMPACT REPORT ON THE GENERAL PLAN <br />UPDATE <br />SUMMARY <br />A contract for professional services with EIP Associates for preparation of an <br />Environmental Impact Report on the General Plan update was approved by the City <br />Council on June 7, 2005, for the sum of $133,000. Since that time, EIP's billing rates <br />have been revised twice. In addition, the contract expired at the end of June 2006. <br />This contract amendment would incorporate EIP's current billings rates (an increase of <br />$29,882 for the remainder of the contract) and would extend the term of the contract to <br />June 30, 2008. Staff is also asking the City Council to authorize the City Manager to <br />execute amendments to the contract up to $133,000, for a total contract amount of <br />$266,000. After payment of the proposed contract amendment in the amount of <br />$29,882, the City Manager would be able to execute future amendments, up to $103, <br />118. Amendments requested above this amount would return to the City Council for <br />review and approval. <br />RECOMMENDATION <br />1. Approve the first contract amendment to the agreement for professional <br />services with EIP Associates for services related to the preparation of an <br />Environmental Impact Report on the General Plan update. <br />2. Authorize the City Manager to execute the attached contract amendment. <br />3. Authorize the City Manager to execute contract amendments up to $133,000 <br />for a total contract amount of $266,000. <br />FINANCIAL STATEMENT <br />The contract amendment will result in an increase in City expenditure of $29,882 over <br />the amount currently budgeted for the completion of the General Plan Environmental <br />Impact Report. In addition, as a result of this approval, the City Manager would have <br />the authority to amend the contract by up to a further $103,118 (for a total contract <br />amount of $266,000) to cover any necessary services not described within the scope of <br />work. This amount is available in the City's General Fund. <br />
