Having a staff person present would provide facility security and management,
and ensure compliance with the "Facility Rental Rules and Regulations." Duties
would include formal facility check-in/check-out; monitoring compliance with fire,
building, and health codes; provide renter support/information; perform light
custodial duties; and troubleshoot concerns or address facility needs. Costs
associated with Building Attendants would be incorporated into the rental rate.
Alcohol Use
It is recommended that any use which involves the sale or consumption of
alcohol be required to procure the services of a reputable security firm to provide
one (1) guard for every 100 guests. Security guards(s) would be required to
remain on-site until all persons have left the facility and adjacent parking area.
Proof of renter compliance with this policy would be required 30 days prior to the
proposed use.
It is further recommended that a "last call" rule for alcohol consumption be
established. This would require that no alcohol be served beginning 1.5 hours
prior to the end of the rental use, as designated on the Rental Agreement.
On April 12, 2007, the Parks and Recreation Commission, by a 4-0 vote,
recommended the proposed changes be forward to the City Council for approval.
A resident in attendance supported the proposed changes and applauded the
City for exploring opportunities to better manage and maintain public facilities for
future use.
by:
Ja es W.
