BACKGROUND <br />The Department of Parks and Community Services currently manages a number <br />of City facilities for community use and private rental. Major facilities include the <br />Senior Center, Veterans Memorial Building, Century House, and the Amador <br />Recreation Center. In fall 2006, staff met and drafted proposed revisions to the <br />City's rental use protocols and policies. The primary intent was to better address <br />the on-going challenge of maintaining safe and clean facilities, managing alcohol <br />use and impacts, reducing liability, and ensuring attendee safety. <br />Service Policies and Procedures <br />Rental Period <br />Currently: Unlimited hours of use impacts facility maintenance by exacerbating <br />the amount of debris at each event, and often leads to poor cleanup compliance <br />due to the exhaustion of event organizers. The situation is further impacted <br />when alcohol is served. In addition, both the Veterans Memorial Building and <br />Senior Center currently allow for rental use until 1:00 a.m. on Friday and <br />Saturday evenings. <br />Proposed: A ten (10) hour maximum rental period. This change should still <br />allow adequate time to implement activities/events, while maintaining facility <br />integrity. <br />It is also recommended that the availability of the Veterans Memorial Building <br />and Senior Center be limited to 12:00 midnight on Friday and Saturday evenings. <br />This would bring these buildings into conformance with other City facilities. <br />Facility Security <br />Currently: The Senior Center is the only City facility staffed during rental uses. <br />Two (2) Building Attendants are required due to the separation of the main hall <br />and kitchen from the un-secured front lobby/office areas. <br />Costs associated with Building Attendants are currently incorporated into the <br />rental rate. Custodian/maintenance services, both for opening/closing and set- <br />up/striking events are not included, but absorbed by the Support Services <br />Division. <br />Proposed: That a Building Attendant program be implemented for rental uses at <br />the Veterans Memorial Building when the renovation work is completed this fall. <br />Page 2 of 3 <br />
