The <br />report indicated that possibly in <br />the winter of 1972-73, there might <br />be a problem unless some modification <br />are made to the present system, or <br />some o~ the area is diverted to the <br />V.C.S.D. Considerable discussion <br />followed. <br />Chairman Carrigan raised a question c <br />the legality of considering this <br />matter that evening in light of said <br />report, whereupon Planning Director <br />Castro informed him that it was up <br />to the Commission to make the decisic <br />in addition, only the land use should <br />be considered at this time as the <br />question of sewer capacity would <br />come under the jurisdiction of <br />Council and not Commission. <br />Mr. Don Sooby, Associate Civil Engi- <br />neer of the Public Works staff was <br />present and advised the Commission <br />that the only purpose of the report <br />was to advise that there could be <br />a problem and to put the applicant <br />on notice, that should the problem <br />not be alleviateyl, there is the <br />possibility one developer may have <br />his building permits withheld until <br />a solution is realized. <br />Commissioner Pereira felt that it is <br />difficult to separate reality from <br />philosophy.
