Some <br />areas will be held back for sometime. He <br />advised that the Commission suggest that the <br />applicant agree to phase development to work <br />out some type of equitable development with <br />the City Manager and that this be part of th <br />recommendation. <br />Chairman Garrigan further stated that he wou d <br />consider that the Commission would go ahead <br />and recommend a certain thing and that parti 1 <br />zoning by parcel provides the greatest legal <br />leverage. <br />Mr. Fairfield replied that the City has more <br />than one way to control this. The tentative <br />map will be renewed yearly from November to <br />November. This November the Commission will <br />have an opportunity to approve these map <br />units ~k13, #14, and ~'k19. <br />Commissioner Hirst stated that it would be <br />advantageous to approve this to obtain the <br />Valley extension.. <br />Commissioner Pons felt that the concern here <br />was rapid growth. <br />Commissioner Wood replied that he was sure <br />that the City staff is not going to issue <br />permits if the City sewers can't take it. <br />Chairman Garrigan suggested that an equitabl <br />phase development be worked out between the <br />City Manager and City Council. <br />A resolution was made by Commissioner Hirst <br />to approve with staff recommendation with th <br />additional condition that units ~k13, ~k14 and <br />~'~19 only can be filed for tentative map prio <br />to November of this year.
