APPROVAL OF The minutes of the September 28, 197 MINUTES meeting of the Planning Commission were approved as submitted. Chairman Garrigan reported on the joint study session held the previou evening with the City Council. He stated that the Commission requested that the Council's policies be out- lined and this information was pre- pared by staff. At this time he asked Mr. Castro to read these policies for the benefit of the audience.
