Secretary Castro summarized the report for <br />Retained - Res. 1178 the Commission members. However, before he <br />started on that, he referred to the resoluti <br />adopted by Council addressing itself to the <br />allots tion of building permits and growth <br />ra to for areas tributary to the Sunol trea t- <br />ment plant.
