4y$~s"N~°y CITY o~ PLEASANTON
~ ''~
.~
~~° Planning Commission
'~lIM RD Z
MINUTES ~OF REGULAR MEETING.
DG18 : October 17, 1972
Time : 8:22 P.M.
PIGCe; Pleasanton Justice Court
previous to this hearing and Council
has reaffirmed that no financial in-
stitutions are to be allowed in a
neighborhood location without a head
office location first being placed in
the central business area. No further
directive has been received from Coun
cil since that last study session.
The Public Hearing was then opened.
Mr. John P. Corley, representing Citi•
zens Savings and Loan then stated tha•
what Commissioner Carrigan suggested
is not perfectly clear. The motion
made at the Council level was made by
Councilman Herlihy that it should be
policy of the Commission and Council
to discourage applications for finan-
cial institutions in neighborhood
shopping centers and it should be the
posture of Council and Commission to
encourage financial institutions to
(locate in the core area. This motion
'passed 3-2. He further elaborated on
this point, by drawing a parallel be-
tween the good and the bad in granting
jthis application in the Alpha Beta
(Center. There will be no additional
',savings and loan institutions in the
'core area irrespective of Commission';
decision because of the State Savings
and Loan Commissioner's decision.
He asked certain questions such as
would it harm the community? He coup
not see that it would, nor would it
harm the center.
Mr. Tony Frank, President of Citizens
Savings and Loan, was present and
spoke to this application. He indica~
ted that within a few months, Citizen,
will have over $1 million in assets,
37,000 stockholders and a considerably
number of branches.
-9-
