No further <br />directive has been received from Coun <br />cil since that last study session. <br />The Public Hearing was then opened. <br />Mr. John P. Corley, representing Citi• <br />zens Savings and Loan then stated tha• <br />what Commissioner Carrigan suggested <br />is not perfectly clear. The motion <br />made at the Council level was made by <br />Councilman Herlihy that it should be <br />policy of the Commission and Council <br />to discourage applications for finan- <br />cial institutions in neighborhood <br />shopping centers and it should be the <br />posture of Council and Commission to <br />encourage financial institutions to <br />(locate in the core area. This motion <br />'passed 3-2. He further elaborated on <br />this point, by drawing a parallel be- <br />tween the good and the bad in granting <br />jthis application in the Alpha Beta <br />(Center. There will be no additional <br />',savings and loan institutions in the <br />'core area irrespective of Commission'; <br />decision because of the State Savings <br />and Loan Commissioner's decision. <br />He asked certain questions such as <br />would it harm the community? He coup <br />not see that it would, nor would it <br />harm the center. <br />Mr. Tony Frank, President of Citizens <br />Savings and Loan, was present and <br />spoke to this application. He indica~ <br />ted that within a few months, Citizen, <br />will have over $1 million in assets, <br />37,000 stockholders and a considerably <br />number of branches. <br />-9- <br />
