CITY of PLEASANTON <br />~ Planning Commission <br />MINUTES ~OF REGULAR MEETING. <br />DGte : October 24, 1972 <br />Time : 3:00 P.M. <br />PIaCe; Conference Room - City Hall <br />going to have to find the project <br />will not affect the environment or <br />if it will or may, it has to go ahead <br />and cause an environmental impact <br />statement to be prepared. ~~~ <br />Mr. Hirst further explained that the <br />City Council, a few weeks ago, adopte <br />some interim guidelines pursuant to <br />which, pending the development of <br />final or permanent guidelines for <br />administering this act, certain <br />situations would be exempted from <br />the requirement of filing an envi- <br />ronmental impact report. This parti- <br />cular application was not one of <br />those that was excepted from the envi <br />ronmental quality report statement <br />requirement. <br />In summary, the City Attorney told <br />the group present that it seemed <br />to him that the Commission has no <br />business considering this application <br />until Council has either found that <br />the proposal will not have a signifi- <br />cant effect on the environment, or <br />until an environmental report has <br />been prepared, considered and passed j <br />by the City. He further explained <br />that the applicant had submitted an <br />.environmental impact statement which <br />is fine, but the report to be pre- <br />pared, must come from the City. <br />Mr. Hirst stated that the City is <br />perfectly within its rights to draw <br />on the factual data supplied by the <br />applicant, but in his opinion, a <br />report must be prepared by the City. <br />Commissioner Pereira stated then tha <br />in some cities, since no guidelines <br />have been established by the State, <br />an outside consultant has been hired <br />to prepare these impact statements. <br />-2- <br />
