Joseph Madden, 3851 Vineyard Avenue, <br />equested and received permission to speak. <br />He was concerned about one aspect. He felt <br />that when property is contiguous to a City, <br />that it should be annexed to the City. He <br />further indicated that in the past five years <br />he has seen several official studies and each <br />one involved some sort of transportation or <br />road network of some kind. This can be <br />vital to the City. <br />Mr. Madden emphasized that annexation should <br />be seriously considered in this particular <br />case or other similar circumstances. <br />Commissioner Garrigan concurred with this <br />line of reasoning; as did Acting Chairman <br />Pereira who felt that the City should be <br />processing a presoning application on the <br />properties as it is within the General Plan <br />area. All told there are eleven parcels <br />involved. <br />The City Attorney indicated that since this <br />la nd is within the sphere of the City of <br />Pleasanton, the County should encourage the <br />applicant to initiate annexation.
