The Commission intends to proceed by exceptions to the documents. The Chairman then requested that all persons speaking before the Com- mission limit their comments to five minutes. SCENIC HIGHWAYS ELEMENT It should be noted that with the exception of the Scenic Highways Element, all the elements before the Commission are revisions from the original documents. These revisions generally represent the position of the CAC but there are some points of disagreement between the staff anc CAC. Mr. Harris will describe the differences of opinions existing be- tween the staff and the CAC after he summarizes each individual element. Senior Planner Harris explained that this Element was prepared in accord- ance with California's policy on Scenic Highways as contained in the Scenic Route: A Guide for the Official Designation of Eligible Scenic Highways. There were no changes recommended by the Committee, hence it is being presented in its original con- text.
