CITY of PLEASANTON <br />Planning Commission <br />MINUTES ~OF REGULAR MEETING. <br />Date : November 21, 1973 <br />Time : 7:30 P.M. <br />PIGCe; Pleasanton Justice Court <br />The Public Hearing was opened. <br />Mr. Tom Andrews stated that the <br />original element indicated too many <br />buildings to be surveyed. The CAC <br />was more interested in surveying <br />public buildings with known danger <br />characteristics. <br />No one else spoke. <br />The Public Hearing was closed. <br />Commissioner McLain spoke regarding <br />exclusion of all reference to flood <br />damage from earthquake. Senior <br />Planner Harris indicated that the <br />State actually has nine elements <br />which must be considered, but the <br />staff has combined them into five. <br />He explained what these were and <br />that the Seismic and Safety Elements <br />were combined. Staff did not give <br />too much attention to the safety <br />element because the City has an <br />established evacuation and emergency <br />plan and Fire Code. <br />Commissioner McLain indicated disa- <br />greement with certain statements <br />within the element, such as: <br />Page 15 - Paragraph 1 - last sentenc <br />referring to the belief of State <br />Engineers that maximum earthquake <br />damage would cause only a slow <br />discharge of water and hence not <br />pose a great threat to the planning <br />area. Commissioner McLain felt that <br />if a crack occurs and water begins <br />seeping through it, in a short time <br />it becomes a wide culvert. <br />Senior Planner Harris indicated that <br />a law was passed by the State Legis- <br />lature in 1972 requiring all dams in <br />-18- <br />
