CITY of PLEASANTON
Planning Commission
MINUTES ~OF REGULAR MEETING.
Date : November 21, 1973
Time : 7:30 P.M.
PIGCe; Pleasanton Justice Court
The Public Hearing was opened.
Mr. Tom Andrews stated that the
original element indicated too many
buildings to be surveyed. The CAC
was more interested in surveying
public buildings with known danger
characteristics.
No one else spoke.
The Public Hearing was closed.
Commissioner McLain spoke regarding
exclusion of all reference to flood
damage from earthquake. Senior
Planner Harris indicated that the
State actually has nine elements
which must be considered, but the
staff has combined them into five.
He explained what these were and
that the Seismic and Safety Elements
were combined. Staff did not give
too much attention to the safety
element because the City has an
established evacuation and emergency
plan and Fire Code.
Commissioner McLain indicated disa-
greement with certain statements
within the element, such as:
Page 15 - Paragraph 1 - last sentenc
referring to the belief of State
Engineers that maximum earthquake
damage would cause only a slow
discharge of water and hence not
pose a great threat to the planning
area. Commissioner McLain felt that
if a crack occurs and water begins
seeping through it, in a short time
it becomes a wide culvert.
Senior Planner Harris indicated that
a law was passed by the State Legis-
lature in 1972 requiring all dams in
-18-
