Mr. Hirst con- <br />firmed that this contribution was <br />a morale boost to the Committee. <br />Their participation would aid in <br />providing landscaping and street <br />furniture for the downtown. <br />Secretary Harris asked the Commis- <br />sion for a recommendation to the <br />City Council to approve the document <br />and that the staff be directed to <br />proceed immediately to meet with <br />property owners and businessmen in <br />the downtown and Chamber of Commerce <br />to investigate the feasibility of <br />the implementation procedures out- <br />lines in the report - that the <br />feasibility of developing a special <br />incentive ordinance for parking <br />districts and the possibility of <br />establishing a project area in the <br />downtown in order to take advantage <br />of the California redevelopment law <br />dealing with tax increment financing <br />be investigated. <br />~As no one else wished to address <br />j the Commission, the Public Hearing <br />,, was closed. <br />I <br />ICQmmissioners McLain and Carrigan <br />;I questioned the propriety of endor- <br />' sing this report without taking a <br />position on whether there should <br />Abe a public or private redevelopment <br />agency; and in view of the change <br />of recommendation regarding the BART <br />route . <br />Chairman Pereira felt that the re- <br />commendation was proper as the staff <br />could be directed to investigate <br />~ ~ <br />~ \\ <br />-3- <br />
