ADMINISTRATIVE POLICY <br />CITY OF PLEASANTON <br /> <br />SUBJECT: <br /> <br />Policy establishing the Transportation Systems Management Program <br />for City Employees <br /> <br />PURPOSE <br /> <br />The City of Pleasanton recognizes the potential negative environmental impacts on the region <br />and community resulting from traffic congestion. In order to maintain Pleasanton as an <br />attractive and convenient place to live, work, visit and do business, the City Council adopted <br />the Transportation Systems Management (TSM) Ordinance on October 2, 1984. This innovative <br />law, in part, requires large employers and complexes to implement TSM programs that result <br />in 45% of employees commuting off peak or using commute alternatives. As a large employer, <br />the City of Pleasanton must also work to achieve this goal. <br /> <br />The objective of this policy is to establish a TSM program for City of Pleasanton employees <br />which encourages the use of commute alternatives and flexible working hours. <br /> <br />The purpose of this policy is to help the City of Pleasanton meet the goals of the TSM <br />Ordinance and set an example for other employers and communities. <br /> <br />SCOPE <br /> <br />This policy applies to all employees of the City of Pleasanton including part-time and seasonal <br />employees. <br /> <br />POLICY <br /> <br />It is the policy of the City of Pleasanton to provide an ongoing TSM program for City <br />employees which encourages the use of commute alternatives and flexible working hours in order <br />to achieve the goals of the TSM Ordinance. <br /> <br />The City intends to be a leader in the field of TSM through its employee TSM program, <br />implementation of the citywide provisions of the TSM Ordinance, and through involvement in <br />regional transportation issues. <br /> <br /> <br />
