CITY of PLEASANTON <br />Planning Commission <br />MINUTES •OF REGULAR MEETING. <br />Data : February 13, 1975 <br />Time : 8:0o P.M. <br />Place; Pleasanton Justice Court <br />time relative to the provisions of <br />Section 11552. <br />On January 8, 1975, Dr. Howard Long <br />filed Tentative Tract Map 3256 with <br />the City and also submitted, at that <br />time, a draft EIR relating to said <br />project. <br />Reference was made to communications <br />between the City Attorney's office <br />and Dr. Longs attorney relative <br />to the need for an EIR and the City' <br />processing procedures. <br />On January 30, 1975, a written re- <br />quest was sent to Dr. Long for an <br />extension of time from the Section <br />11552 requirements. No extension <br />was received from Dr. Long and this <br />matter was scheduled for Planning <br />Commission action with staff recom- <br />mendation of denial due to lack of <br />a final EIR. <br />The Director of Housing and Communi <br />Development, on February 2, 1975, <br />determined that this tentative map <br />would require an environmental impa <br />report. <br />Although this is not a public hear- <br />ing, Dr. Longs attorney, Mr. Gil- <br />bert Maines, was allowed to state <br />his client's position. <br />He reviewed the history of this <br />development, including the establish• <br />ment of assessment districts. Mr. <br />Maines indicated the reasons why he <br />submitted a draft EIR with the ten- <br />tative map and his opinion of the <br />procedures established by the <br />California Environment Quality Act. <br />Mr. Maines believed that the City <br />-11- <br />
