He also requested that <br />the Commission not send to Council <br />a request for a growth management <br />program until thorough study is made <br />on the subject. <br />Next Bill Edgar, City Manager spoke. <br />He indicated that he introduced the <br />growth management figures, which were <br />handed down by the State of Calif or- <br />nia. These figures represent maxi- <br />mum funding which would be given <br />for sewage treatment facilities. <br />They are also being used by other <br />agencies to plan public improvements. <br />It should be pointed out again that <br />the State and EPA through the State <br />is imposing these figures on the <br />City. At this point, the City has <br />no recourse but to accept their <br />mandate. Regarding air quality <br />,studies, he is happy to hear that <br />!,the Livermore Radiation Lab study <br />has now been completed, which hope- <br />',fully would shed more light on this <br />'controversial subject. He emphasized <br />.that the City has no choice but to <br />replace the antiquated sewage treat- <br />ment plant and from a practical <br />standpoint, has no choice but to <br />adopt such a growth management <br />program. <br />It was emphasized to the Commission <br />that this subject is an element <br />within the General Plan which can be <br />changed if circumstances can be <br />ichanged. The resolution adopted <br />should 1) refer to growth levels <br />promulgated by the State 2) reaffirm <br />.,the 76,000 population in the <br />'tentatively adopted General Plan <br />3) request City Council to instruct <br />staff to prepare a growth manage- <br />ment program. It was Mr. Edgar's <br />feeling that such a resolution <br />-6- <br /> <br />
