He indicated that the Gen- <br />eral Plan has taken on a great deal <br />of significance. It is now a major <br />tool by which development of the <br />City is controlled and everything <br />must relate to it. If consistency <br />cannot be made, then a project can- <br />not be approved. Further explana- <br />tion was given to them on the sub- <br />ject of tentative maps, and final <br />aps. <br />In addition, a rough capital improve- <br />ment program has been established <br />as shown in Exhibit A. It is not <br />a point before the Commission at <br />this meeting. But analysis has been <br />made to some extent on this by the <br />staff. <br />The Chairman then addressed the <br />people in the audience, which com- <br />prised mainly of developers, stating <br />that although this was not a public <br />hearing, they would be allowed to <br />make their comments. <br />Mr. George Oakes, developer of <br />Pleasanton Meadows spoke first. <br />He spoke generally of the coopera- <br />tion which has been a trademark <br />between the developers working in <br />the City and the City officials. <br />He petitioned staff not to esta- <br />blish a growth management plan, but <br />to continue to work with developers <br />in an attempt to resolve the pro- <br />blems which are confronting the City. <br />-4- <br /> <br />
