Planning Commission <br />Minutes 2/10/82 <br />REVISIONS AND OMISSIOPdS TO THE AGENDA <br />Mr. Harris stated that William Hirst, by letter, has requested that <br />Item 6d, Case Z-82-14, be continued until March 10, 1982. <br />Commissioner Lindsey addressed case Z-82-14, application of William <br />Hirst for sign approval at 235 Main Street. He asked if the Board <br />just wanted to keep continuing the matter. *~r. ~:arris said he hoped <br />the matter wouldn't be continued indefinitely. Commissioner Doherty <br />indicated the sign would have to be repainted because it is faded. <br />Further that if he were the developer he would have also requested <br />the application be continued inasmuch as the sign has been erected <br />without prior City approval. Commissioner Lindsey then requested that <br />only one continuance be allowed on the matter. Chairperson Wilson <br />said that as a former City Attorney, Mr. Hirst knows the sign <br />ordinance and for this reason would not support the request for <br />continuance. <br />RZ-81-25, Ernest and Charlotte Jones <br />Application of Ernest and Charlotte Jones to rezone approximately 4.5 <br />acres of land located at the northwest corner of Rose Avenue and Rose <br />Lane from the "A" (Agricultural) District to the R-1-10,000 (..Single- <br />family Residential) or R-1-20,000 (Single-family Residential) <br />District. The Planning Commission may recommend any zoning for the <br />property consistent with the General Plan. A negative declaration <br />of environmental impacts will also be considered. <br />Mr. Harris explained that this matter was continued to allow the <br />advertisement of two additional properties on Rose Lane for rezoning. <br />The public hearing was opened. <br />Ernest Jones, 1725 Rose Avenue, the applicant, addressed the <br />Commission stating he agrees with the staff report as presented but <br />did have concern with a minimum lot size of 20,000 sq. ft, when one <br />of his lots is only 17,000 sq. ft. With. regard to another parcel, he <br />said he could almost make the 20,000 sq. ft. minimum if the road was <br />private as opposed to public. <br />Commissioner Wilson addressed the narrow road ~~~hich was paved at <br />the expense of the Fairgrounds to minimize traffic problems during <br />the Fair time. He further said he is concerned with the sewer going <br />from Rose Avenue to Bernal through the Fairgrounds. He made reference <br />to an agreement entered into during 1959 whereby the Fairgrounds would <br />be exempt from paying for sewer and as a result of the agreement the <br />sewer line is not supposed to flow from any houses; but, in fact four <br />or five houses flow into the sewer and is charged against the <br />Fairgrounds. He stated that both he and Bill Gale lifted up manholes <br />seeing the flow and further suggested that the property owners come <br />in with development plans and attempt to resolve the sewer situation. <br />Mr. Warnick said this shouldn't go through without credit to the Fair <br />if in fact there is an agreement and perhaps something should be <br />worked out and that the matter should be looked into so that nothing <br />is done contrary to the agreement.
