Commissioner Lindsey asked about the 10:00 a.m. opening vs a noon <br />opening. Mr. Hirst said things must be done in the business every <br />day and this would give them an opportunity to also address other <br />aspects of the business. Commissioner Lindsey said he has had an <br />opportunity to visit two establishments; one in Danville and the <br />other at Alcosta Mall. He said the one at Alcosta Mall is bad. <br />Commissioner Lindsey asked how the applicant would control people <br />hanging out and sitting in their cars. Mr. Hirst said they would <br />start by asking them to leave and that if young people know what is <br />expected they conduct themselves in such a manner. Commissioner <br />Lindsey asked if Mr. Hirst intended to hire adult supervisors. <br />Mr. Hirst said yes, one employee will be an off-duty policeman for <br />two or three days the first two or three weeks. Commissioner Lindsey <br />asked if Mr. Hirst would be willing to extend the employment of the <br />off-duty policeman. Mr. Hirst said he would if needed. Mr. Hirst <br />said he controls the inside by lease and persons not cooperating will <br />be asked to leave. <br />Commissioner Jamieson said he thought that areas within a shopping <br />center are considered to be public instead of private and questions <br />whether or not the applicant could ask them to leave at all. <br />Commissioner Doherty addressed the number of parking spaces in <br />common; and the parking spaces between Perry's Liquors and the <br />Jack-In-The-Box and stated that young people in cars congregate <br />there. He said he would like the Chief of Police to comment on <br />this situation. <br />Mr. Hirst said there is a loitering problem that exists today which <br />has nothing to do with his proposed business. He said it starts at <br />2:30-3:00 in the afternoon and that he can't solve the problems <br />that currently exist when he is not even in business. He said he has <br />expressed his intention of cooperation with the neighbors. He further <br />said one of the problems on the property is lack of illumination. <br />Commissioner Lindsey asked Mr. Hirst if he thinks he might have <br />success in illuminating the area. Mr. Hirst stated that the message <br />has been passed to the property owner who contracts to a lighting <br />company. Commissioner Wilson asked Mr. Hirst to show him the area <br />which he intends to light. Mr. Hirst responded and stated he intends <br />to light the south side of the large building and one portion of the <br />western side of the building facing the Burgess building. <br />Commissioner Wilson said that Valley Plaza Shopping Center must have <br />a condition in their P.U.D. approval regarding lights.
