PUD-82-5, Howard Wasserteil <br />Application of Howard Wasserteil and Henry Cupples for development <br />plan approval of an approximately 14,000 sq. ft. building addition <br />and related facilities at the Schoeber's Racquetball and Health <br />Club located at 5341 Hopyard Road. Zoning for the property is <br />PUD (Planned Unit Development) Commercial and Offices District. <br />The Planning Commission may make any recommendation regarding the <br />subject property consistent with the General Plan. A negative <br />declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval. He <br />stated that Schoeber's will be emphasizing the Health Club aspect <br />of the business vs the racquetball aspect. He stated that there <br />does seem to be a parking problem in the late afternoon and evenings <br />but that lunchtime seems to be okay. <br />He said overflow parking appears to be taking place on Old Hopyard <br />Road, W. R. Grace shopping center and perhaps Burger King and <br />Buttercup. He spoke to concerns during the evening with restaurants <br />and a bar at the location and a proposed motel which will be coming <br />in for review shortly. He said it is entirely conceivable that <br />ultimately there will be a parking problem. He said he wanted to <br />make the Hopyard Association people aware of this because it might <br />constrain their future development of the adjacent two parcels. <br />He then read a letter presented by Hopyard Associates stating they <br />want the extension approved for Schoebers but do not want to <br />jeopardize their future position with regard to development of their <br />vacant land. Mr. Harris further said the new addition would increase <br />the parking for Schoebers by 60-62$. <br />Commissioner Jamieson expressed concern on taking action on this <br />application. <br />Commissioner Lindsey asked how many additional parking spaces will <br />be provided. Mr. Harris stated there will be 40 additional parking <br />spaces provided with the new development. <br />Commissioner Wilson had concerns with the future sales and devel- <br />opment of two remaining parcels should this application be approved. <br />He said it seemed to him that they would have to reduce the size <br />of their building and provide more parking or it could hinder the <br />development of the other two parcels. He further said overflow <br />parking could hurt the small businesses in the shopping center and <br />didn't want to see this happen. <br />Mr. Harris stated that initially for Schoebers PUD the staff <br />attempted to provide appropriate number of parking space but had <br />nothing with which to compare it. He said he did look at other <br />racquetball clubs in other areas to help in arriving at the total <br />number of parking spaces required. He said the applicant has <br />indicated the health club has more daytime use vs night time <br />use. <br />-5- <br />_.__. ~.. _. _.. __ ........ . .....r__ <br />
