He said it will be several years before any significant <br />development takes place. <br />Commissioner Wilson in addressing the total 1400 acres, asked if <br />Mr. Callahan felt it should include Phase 2. Mr. Callahan stated <br />that traffic, air and noise including the buildout of Stoneridge, <br />Vorelco, Reynolds and Brown, Meyer and all properties in the north <br />Pleasanton areas have been covered in the respective studies. Com- <br />missioner Wilson asked where the I-580 overpass is addressed. He <br />said he had hoped we could see exactly where we stood with this EIR <br />an~i that is not how it is coming out. He said he is not speaking <br />against the EIR regarding Hacienda but rather hoped that a full <br />impact report for the total development of north Pleasanton could <br />be made to analyze it, the cost which could be covered in an <br />assessment district. He said the overpass is not considered, the <br />widening of Santa Rita Road is not considered and he would like <br />~o see the entire picture. He further said he is shocked at the <br />lack of public in the audience. Mr. Callahan stated that Volume <br />No. 3 of the traffic report is added to the EIR and it details the <br />issued concerned and deals with proposed mitigation measures. <br />Commissioner Wilson asked how far down the line the mitigation <br />measures are and asked when the City expected to have an EIR <br />covering the full development including Phase 2 so that the full <br />impact would be known. Mr. Callahan stated the 'scope' of the <br />EIR does not define what in fact the data in the document does <br />analyze. He said he believes Commissioner Wilson is referring <br />to a master plan rather than impacts on noise, air, etc. for <br />Hacienda Business Park. <br />Commissioner Wilson asked Mr. Callahan if he believed the EIR <br />covered too many acres and he is saying that if so, why doesn't <br />it cover Phase 2. Mr. Callahan said there is no land development <br />plan for the second phase. He further said the EIR does deal <br />with cumulative impacts. <br />Dave Martin, CP5 & Associates addressed Volume No. 3 of tYie North <br />Pleasanton Traffic Study stating it just came off the press last <br />week. <br />Commissioner Jamieson said he thought Commissioner Wilson has a good <br />point and he doesn't think the problem has been answered. He asked <br />Mr. Callahan about sewer availability. Mr. Callahan responded. <br />Commissioner Lindsey asked if the final EIR would address concerns <br />expressed tonight.
