concerns with noise in the Val Vista area. She said her house backs <br />up to Stoneridge Drive and the noise level has increased with the <br />traffic. She urged the developers to take all precautions to protect <br />the houses which are effected by noise as a result of projects with <br />sound barrier windows. <br />Gerald Goudreau: He spoke to concerns with the total impact of the <br />overall growth in the City. He said it is difficult to separate the <br />General Plan proposals from the Prudential proposal and the size of <br />the project will go beyond what a balanced community is. He indi- <br />cated that the industrial area versus the population for the City should <br />be reassessed. He spoke to the 25,000 jobs that Hacienda has projected. <br />He indicated the present General Plan only allows for an additional <br />13,000 people living in Pleasanton in 1995 and there is twice the <br />number proposed with the change to the General Plan and that by 1995 <br />every available home built will be .consumed and asked what will happen <br />when Phase II is considered for development. He said there will be an <br />additional 50,000 support jobs. He said the project is on too large a <br />scale with the population. He asked that the Commission give the public <br />some understanding as to where it comes from. He said the City of <br />Pleasanton should be getting involved with valley-wide planning. <br />Jerry Morrow: Spoke in opposition to this development. <br />Howard Neely: Said that he moved to town in 1966 and was involved with <br />the 100 person committee on the General Plan review committee. He <br />said the City needs a good tax base. He said it takes more sewerage <br />for residential than it does for industrial. He further said this is <br />the best plan he has ever seen and hoped the people wouldn't view it <br />through an emotional cloud. He said the plan will offer flood control. <br />He urged approval. <br />Robert Pearson: He said the people who were here in 1920 had a right <br />to determine the land use for that time as does the people now. He <br />stated that as a legal procedure the General Plan must be acted on <br />before the project can be considered. He said an EIR should be done <br />on the proposed General Plan amendments. He said he likes the balance <br />community as currently defined. He said it is true that the property <br />has always been industrial but that the people probably never really <br />believed it would develop like this. He suggested a committee be formed <br />to amend the General Plan and urged that recommendation be made to Council. <br />He said he would be happy to volunteer for such a committee. He further <br />said with all of the discussion on the Hacienda interchange -- it must <br />be approved by Caltrans and Caltrans can deny it. He said it would <br />probably be 1996 or 2087 before it could be built. He indicated he <br />didn't want to see truck traffic in a residential neighborhood. He <br />further said many homes in the area are two story and that mitigating <br />sound sound walls will not do any good. He had concerns with noise <br />even if some of the windows are double-paned and soundwalls provided. <br />With regard to the change proposed for Las Positas and Santa Rita Road <br />he said children have to cross these streets to go to school and he is <br />opposed to the changes. He said the developer is a classy one, but <br />there are only four Commissioners present tonight, there is a lot of <br />public controversy on the matter and an EIR should be required for <br />the General Plan changes. <br />-8- <br /> <br />
