2. Delete the policy referring to the routing of <br />generated from properties located between Hop <br />Rita Road north of West Las Positas Boulevard <br />frontage road just south of I-580; <br />3. Increase the planned street width of West Las <br />between Interstate Freeway 580 and Santa Rita <br />to six lanes; <br />all truck traffic <br />yard Road and Santa <br />to the proposed <br />Positas Boulevard <br />Road from four lanes <br />4. Generally establish the width of Stoneridge Drive and its align- <br />ment east of Hopyard Road; and <br />5. Modify, eliminate or redefine the goal relating to the achievement <br />and maintenance of a balance among land uses with the Planning <br />Area. <br />6. Amend the Noise Element of the General Plan by replacing the <br />interim noise level standards found in Table 5 with new interim <br />noise level standards consisting of the adopted noise level <br />standards of the federal Department of Housing and Urban Develop- <br />ment, Environmental Protection Agency, the California Noise <br />Insulation Standards, and/or the adopted noise level standards <br />of any other state or federal agency establishing noise level <br />standards by land use category. New noise level standards for <br />individual land use categories within Pleasanton may be those <br />standards adopted for similar areas in any of the adopted <br />state or federal standards listed above. <br />A negative declaration as well as mitigated negative declaration of <br />environmental impacts will also be considered relative to the above <br />proposed changes. <br />Mr. Harris presented the staff report suggesting that one general plan <br />amendment consisting of six parts is needed before the consideration of <br />the Hacienda Business Park PUD. <br />Commissioner Wilson asked Mr. Harris to review the Growth Management <br />section. Mr. Harris stated that the Commission would have to determine <br />if Goal No. 1 - of the Growth Management Element relating to a balanced <br />community should provide housing for future workers in the City or should <br />it be for all of those future workers who wish to live in the City or <br />to completely change the goal from a balanced community to say that <br />Pleasanton should be an employment center. <br />Commissioner Jamieson referred to the Circulation Element of the General <br />Plan and asked Mr. Harris to refer to the chart on the wall in describing <br />it. Mr. Harris explained. Commissioner Jamieson then asked Mr. Harris <br />to do the same thing for truck traffic as shown in Item No. 4 of the staff <br />report. Mr. Harris responded. Commissioner Jamieson asked if the <br />truck patterns proposed were primarily for the convenience of Hacienda <br />Business Park. Mr. Harris stated that the proposed changes coincide <br />with the plan. He said there are better ways of channeling traffic <br />ultimately with the proposed Hacienda interchange hopefully to be <br />-2- <br />T_ <br />
