Tract 5037, Dan Gamache <br />Application o Dan Gamache for subdivision of approximately 9.3 acres <br />into 13 parcels with an average size of 28,350 sq. ft., located on <br />the east side of Amber Lane approximately 415 feet south of Mockingbird <br />Lane. The property is zoned R-1-20,000 (Single-Family Residential) <br />District. <br />Mr. Harris explained the staff report. <br />The public hearing was opened. <br />Larry Bartelson, MacKay and Somps, indicated that his client has <br />no problems with the conditions imposed in the staff report nor <br />as amended by staff. He did ask for clarification of condition <br />No. 22 regarding street lighting and asked that they be allowed to <br />use a carriage-type street lighting system. He indicated that the <br />Pestana project had approval for this. Mr. Warnick indicated <br />that the City Council strongly feels because of maintenance that <br />these type of standards should not be approved in the future. <br />Mr. Bartelson indicated that since this is the case they won't <br />pursue the matter. <br />Commissioner Jamieson asked if there are any type of metal poles <br />which simulate wood. Mr. Bartelson said he hasn't seen any. <br />Dennis Glafkidis, 737 Happy Valley Road, President of the Alisal <br />Improvement Club, addressed this proposal. He said that while he <br />didn't have any problem with the proposal he would express some of <br />the desires of those persons living in the area in his homeowners <br />association. He said one person desires to see a barrier between <br />the Gamache development and their rural area. The Commissioners <br />felt that this would be detrimental to the area and not enhancing. <br />Mr. Glafkidis then addressed surface runoff and access in the Amber <br />Lane area. <br />Staff addressed these matters. <br />Commissioner Jamieson asked about access with regard to Hamilton <br />Way. Larry Bartelson reviewed this and said they put islands on <br />their plans and are doing everything to discourage through traffic <br />going through the Happy Valley area. He indicated that Amber Lane <br />is being modif ied in such a way at the intersection to discourage <br />any through traffic north of Hamilton on Amber. He said that as far <br />as drainage is cncerned that would only be increased very mini- <br />mally. He indicated that once streets are paved and roofs installed <br />on houses there would be more drainage but it will be a negligible <br />amount. Regarding fences he said the westerly property line is about <br />60'± down the hill and the neighbors to the south have to be about <br />three blocks away. He further indicated that at the time of <br />annexation Mrs. Dohner had concerns with trash.
