Jerry Goudreau, 5451 Corte Paloma, Pleasanton, spoke of his concerns <br />over the number of jobs which will be created as each part of <br />Hacienda is developed. <br />Commissioner Lindsey requested this subject be kept to design approval. <br />Mr. Goudreau stated he also felt this project should be monitored <br />to see if it is consistent with the General Plan and to see if it <br />is consistent with the EIR. Mr. Goudreau asked that the Commission <br />monitor and keep open their flexibility that as the park is developed <br />options are kept open to keep it less than the full impact which he <br />feels is too severe for this Valley to absorb. <br />Jim Duncan, 335 Abbie Street, Pleasanton, expressed his views on <br />the project and stated he liked it very much. <br />Richard Sawicki, 7722 Forsythia Court, Pleasanton, spoke in opposition <br />to the buidings being considered. He stated that he was in agreement <br />with the General Plan goal. <br />Chairperson Lindsey requested Mr. Sawicki's comments be directed only <br />to design review of the buildings being considered. <br />Commissioner Doherty stated he also felt this should be directed <br />only to design review. <br />Mr. Sawicki stated he felt the only control over the project was <br />to monitor it as each building was presented and the consequent effects <br />on the community at that time. He further stated he felt the Commis- <br />sion should listen to people who would like to exercise this control. <br />Mr. Swift interjected that he felt there was a misunderstanding as <br />to what the Planning Commission's and City Council's role is as <br />expressed by the Planning Commissioners as well as by the speakers. <br />He stated that in approving this project, it was the intent that <br />the buildings would come back on a case-by-case basis for review; <br />not simply as a design review, but also to review the progress <br />of the park in conjunction with the 108 conditions of approval. He <br />further stated that the Commission should listen to the speaker's <br />concerns at this time. Mr. Swift continued to say this left open <br />the option to say no if it got to the point where the City felt that <br />the impact of the overall project was too great rather than hold <br />it at a design standpoint. <br />Mr. Sawicki continued to say he felt the concept of a balanced <br />community was an important one. He spoke on the population and <br />job ratio. He stated that according to the EIR, Hacienda and other <br />developments will bring 75,000 jobs to the City. The General Plan <br />states that the ultimate population of Pleasanton will be 76,000, <br />so this gives a population to job ratio of about 1 to 1. He referred <br />to documents which refer to reports which gave ratios of other <br />cities to compare with that of Pleasanton. He stated that San Jose <br />has a population to job ratio of 3; San Francisco, 1.4; New York <br />City, 2.1; Manhattan Island, New York, .7; and Marin County, 3.8. <br />Mr. Sawicki stated he feels 75,000 projected jobs for this City <br />is too much and urged these buildings not be approved. <br />-10- <br />.. _ .. __.. ,... ......
