Page 13 <br />A motion was made by Commissioner Doherty, seconded by Commissioner <br />Getty that the Planning Commission of the City of Pleasanton certifies <br />that the Environmental Impact Report for the project PUD-82-13 has <br />been completed in compliance with the provisions of the California <br />Environmental Quality Act, that the Commission certifies that it has <br />reviewed and considered the information in the EIR, that the Commission <br />finds that there are potentially significant impacts associated with <br />this project as outlined in the document titled "Proposed Environmental <br />Impact Findings" relating to aesthetics, soils, geology and fire pro- <br />tection; but that the Commission further finds that the recommended <br />conditions of approval would reduce those impacts to an insignificant <br />level. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Getty, Jamieson and Chairperson Lindsey <br />Noes: None <br />Abstain: Commissioner Wilson <br />Absent: None <br />Resolution No. 2208 was then entered and adopted recommending approval <br />of the EIR for case PUD-82-13 as motioned. <br />Commissioner Doherty made a motion seconded by Commissioner Getty that <br />the following findings can be made with regard to the objectives of <br />the PUD ordinance as they are reflected in case PUD-82-13: <br />Exclude growth from those areas not well suited to urban development <br />and protect the residents of Pleasanton from undue risks to life and <br />property - construction will be in areas of less than 25~ slope; two <br />separate geologic studies have been done which indicate that all <br />building sites proposed are acceptable from a geologic hazards stand- <br />point; and property not in a floodway or flood plain. <br />Preserve those natural resources, whether animal, vegetable or mineral <br />which are important to the physical, cultural, social and economic well <br />being of the community - abundant natural open space being preserved as <br />part of the development; and all development proposed will be unobtrusive <br />due to controls on road locations, building heights, colors and materials, <br />treatment of landscaped areas, and preservation of heritage size trees. <br />Protect the lives and property of all residents, property owners or <br />other persons associated with the community, from hazards due to fire - <br />numerous conditions relating to access for fire fighting equipment, <br />types of building materials to be used, types of plants to be intro- <br />duced, amounts of fire flow required, size and type of fire suppression <br />facilities to be installed, etc. are recommended. <br />Mitigate hazards that may result from geologic activity, such as <br />landslides - two geologic reports have been prepared which indicate <br />that development of the proposed building pads would be safe if <br />certain building and engineering practices are followed; a recommended <br />condition of approval is that all recommendations of these two reports <br />shall be followed. <br />
