Mr. Dick Rathert, 3171 Chardonnay, spoke stating that the applicant <br />is stating that the Vintage Hills Homeowners Association is in support <br />of this project. He said this is not true and in fact many people <br />do not even know there is a homeowners association in the area. He <br />stated that his back yard fronts on Vineyard Avenue and he is opposed <br />to the project. <br />Steve Hughes, 587 Touriga Court, said it is hard to understand why <br />we are even here on this subject tonight. He said he believes the <br />issue is before the Planning Commission as a result of threat of <br />law suit. He spoke to the City's terminology of "maximum approxi- <br />mately 200 units," under the Affordable Housing Competition. He said <br />the development proposed 247. He likened this application to East <br />Bay Regional Park's necessity to provide a waterslide somewhere and <br />so they pushed it through on Stanley Boulevard. He said this <br />hearing is an exercise in futility. He asked how the developer won <br />the affordable housing competition with private streets and now <br />they would be public. Vice Chairperson Jamieson explained. <br />Commissioner Getty then explained to Mr. Hughes that Quail Creek <br />did win the Affordable Housing Competition but no development plan had <br />been approved and thus, the reason for this hearing. Mr. Hughes <br />indicated that the existing mobile homes have private streets. Mr. <br />Warnick said that the streets meet City standards and the property <br />will be subdivided unlike mobile home parks. <br />Carol Hall, 568 Tawny Drive stated she concurred with all of the <br />statements of traffic concerns mentioned in PUD-82-20 and that they <br />are applicable in case PUD-82-21. She said that the negative declara- <br />tion prepared is totally inappropriate for the project and that an <br />Environmental Impact Report should be prepared. She urged this <br />project at least be continued for a traffic study of the area. <br />Nancy Storch, 3193 Chardonnay Drive, stated she agrees with Mrs. <br />Hall. She further said the Vintage Hills Homeowners Association <br />never has approved this project and that the homeowners have never <br />been informed of this project. She said she has never received <br />information about it and never participated in any meetings. She <br />said Mr. Parish, the original developer, made a presentation to the <br />Vintage Hills Homeowners Association Board meeting. She said a <br />vote was taken quickly around the room missing some of the people <br />who were present. She said she wasn't even asked for her vote. She <br />said in April 1982 there was a petition circulated. She said 96~ of <br />those polled were opposed to the project and that this information <br />was presented to City Council last April. She further said this is <br />not an affordable housing project and that Doyle Heaton's projects <br />behind Flair market are called affordable. She said this will <br />bring the amount of housing behind Flair market to over 200 units <br />and that Joe Madden is selling 48 units of affordable housing. She <br />said Vineyard Avenue is crowded; she said there will be about 1,000- <br />1,200 more people within one to two years and the neighborhood <br />profile is changing and there will be about 3200 people. She said <br />there is a definite lack of park land for the residents of the <br />-17- <br />
