Mr. Harris spoke to <br />the CR(p) and CR(m) districts and stated that game arcades are a <br />conditional use in the (p) zone but are allowed in the (m). <br />Commissioner Jamieson indicated he thought it proper to have <br />guidelines before something controversial happens. He did not <br />support registering of machines. <br />Chairperson Lindsey indicated that in the original discussions <br />regarding video games, location was a concern expressed. He cited <br />the denial of a conditional use permit proposed to be located <br />between two bars. Mr. Harris explained that arcades are regulated <br />and that the problem is in regulating machines which are not in <br />arcades. <br />Rocky Godby, of the Stoneridge Shopping Center, spoke stating that <br />supervision of one or two machines by the City would be impossible. <br />He said he has a very difficult time supervising the mass with <br />regard to particular machines because this is a very lucrative <br />business and that one or two machines in a store could pay for a <br />lot of overhead expenses. He said they are considering allowing <br />a restaurant facility in the mall with some machines. He said the <br />City, if implementing regulations, will be doing something they <br />will be unable to monitor. <br />Commissioner Getty stated it is her opinion that the City should <br />monitor four or more machines and must abide by the seven conditions <br />shown in the staff report. <br />Chairperson Lindsey then polled the Commission and asked them if <br />they were in accord with regulating four or more machines. The <br />Commission agreed four or more should be regulated. <br />Mr. Swift indicated that the Public Health and Safety Ordinance <br />hasn't been addressed and asked if the Commission wanted the <br />ordinance amendedto cover every machine regardless of location. He <br />said staff suggested that the guidelines be voluntary. <br />
