He told the <br />Commissioners he felt that previous <br />Commissions had to take some reapons <br />bility for the situation which cur- <br />rently exists on Vineyard Avenue <br />(severe traffic problems). <br />Joe Madden, 3851 Vineyard Avenue, <br />spoke next. He was at the hearing <br />for two reasons 1) he felt the party <br />being represented by Mr. Corley woulc <br />be getting a "raw deal" 2) he fears <br />he would be next. <br />He felt that the City should look to <br />development of the Del Valle Parkway <br />as a method to relieve the traffic <br />problems which exist for the people <br />living on Vineyard Avenue, and fur- <br />ther up in Vintage Hills. <br />He was also authorized by another <br />property owner, Mildred Vallarino, <br />who could not be present at the <br />hearing, to speak for her in oppo- <br />sition. He could not understand <br />why the City is concerned with zoninc_ <br />at this time when sewer capacity is <br />unavailable. In his estimation, mucY <br />of the traffic hazard is caused by <br />the funneling effect on First Street <br />at the mouth of Vineyard Avenue. He <br />also felt that he had paid toward <br />certain improvements in the area and <br />now feels that he is being penalized <br />because of development problems <br />caused by others. <br /> <br />
