MINUTES <br />PLANNING COMMISSION <br />Pleasanton Council Chambers <br />30 West Angela Street <br />October 13, 1976 <br />8:00 P.M. <br />CALL TO ORDER - PLEDGE TO THE FLAG <br />Chairman Butler called the meeting to order at 9:05 P.M. and led the <br />Pledge of Allegiance to the Flag. <br />ROLL CALL <br />The Roll Call Votetiaas us follows: Present; Commissioners Doherty, <br />Jamieson, Shepherd, and Chairman Butler. Absent; Commissioner Wood. <br />Staff members present were Bob Harris, Don Sooby, Harvey Levine, Ken <br />Scheidig and Recording Secretary Yvonne McFadden. <br />APPROVAL OF MINUTES <br />The minutes of September 8, 1976 meeting were approved as submitted. <br />REVISIONS AND OMISSIONS TO THE AGENDA <br />Item 6d - RZ-76-15, Morrison Homes Secretary Harris indicated that <br />the item would need to be continued to next regularly schedule meeting <br />on November 10, 1976, pending resolution of the question whether it <br />would be a valid application at this time in light of the denial by <br />City Council. <br />DESIGN REVIEW MODIFICATION AND CONDITIONAL <br />Z-76-120,~UP-76-19, Pleasanton Body Shop - <br />modification to allow egress on to Vervais <br />use permit for the egress for Pleasanton B~ <br />Stanley Boulevard; zoning for the property <br />District. <br />USE PERMIT <br />application for design review <br />Avenue; and a conditional <br />~dy Shop located at 4262 <br />is C-S (Commercial Service) <br />Secretary Harris reiterated the background of this case. On July 14, <br />1976, the Planning Commission advised the staff of the conditions which <br />they would like to see included in any kind of approval for these ap- <br />plications. These conditions were drafted up and reviewed by all con- <br />cerned parties. This new information is incorporated in the staff <br />report dated October 13. The proponent has advised that the first <br />sentence of Condition 6 is not acceptable and asked that it be deleted.. <br />To replace that wording, staff is recommending addtLOn o~ Condition <br />8r plus two other conditions - 9 and 10. <br />Additionally, Chairman Butler indicated that Condition No. 6 should be <br />modified to indicate (exhaust) system for the "filtration" system noted <br />in the staff report. <br />Commissioner Jamieson wondered how the question of noise control, as <br />stated in Condition 8, could be handled or controlled. Some discussion <br />ensued regarding various decibt~l levels, but it was pointed out that <br />at this time, the City had no budget to purchase such equipment. <br />Mr. Bill Hirst, attorney for the applicants, stated that while they <br />feel the conditions are difficult to abide by, they feel they can agree <br />with the most recent staff report. <br />Upon questioning by Chairman Butler, Mr. Hirst indicated that his <br />clients are taking steps to allay the noise complaints registered by <br />nearby residents. He spoke about a new noise alleviating air chisel <br />his clients will be employing. Additionally, his clients will be <br />dedicating a 10 ft. strip on Vervais Avenue to relocate telephone poles. <br />Commissioner Jamieson wished to know whether the filtration system <br />would be installed concurrently with the installation of the gate on <br />Vervais Avenue and Mr. Hirst answered yes. <br />
