Mr. Jeff Lighter, representing the <br />worried about overdevelopment. He <br />store going in. He indicated that <br />be granted with no truck traffic on <br />neighborhood would not object, then <br />would not object as well. <br />The Public Hearing was closed. <br />merchants in the Alpha Beta center <br />indicated a preference of no food <br />if the conditional use permit can <br />the P-zoned portion, and the <br />the merchants across the street <br />Commissioner Doherty wondered how truck traffic could be kept off <br />the P-zoned land if they come onto the property from Valley Avenue. <br />He was not sure how the situation could be resolved. <br />Chairman Butler stated that part of the answer is to keep truck traffic <br />out of the parking lot closest to the residential area. <br />Commissioner Shepherd also shared the feeling that truck traffic should <br />be kept as far away as possible from the residences. <br />Commissioner Wood also felt truck traffic should gain access from <br />Hopyard Road, if possible. <br />Director of Engineering Services stated that part of the problem of <br />trucks serving this center, is also the possibility of trucks tra- <br />versing Valley Avenue to serve the Amador Center. <br />After continued discussion regarding access points to the complex made <br />it obvious that no solution to the situation could be reached that <br />evening, the Commissioners decided to postpone the matter until the <br />December 8 meeting allowing the applicant to work with the staff, <br />particularly Engineering, on a workable plan for access to the center. <br />Commissioner Doherty indicated that this plan should address itself <br />to other potential traffic problems, such as median breaks on both <br />Hopyard and Valley, signs for better control, pull-off lanes, etc., <br />and Commissioner Shepherd also voiced a preference for all truck access <br />to be from the northwest entrance, if possible. <br />Considerable confusion arose among the merchants of the Alpha Beta <br />center who were confused as to what was resolved regarding utilizing <br />the P-zoned lands for truck traffic. Mr. Levine informed the spokes- <br />man for the group, Jeff Lighter, that this matter has not been re- <br />solved at this time, and after action has been taken, the matter <br />could still be appealed to City Council within 15 days of the action <br />taken. <br />MATTERS FOR COMMISSION'S REVIEW <br />Exemptions from requirements of Government Code Section 65402(a) - <br />acquisition and disposal of public lands. <br />Mr. Sooby's memorandum of October 7, 1976, was reviewed, which indicated <br />which sections of Government Code 65402 (a) could be exempted from <br />Planning Commission review. Both Commissioners Jamieson and Wood agreed <br />that this function should be retained by the Planning Commission. <br />However, the remaining Commissioners disagreed. <br />-9- <br /> <br />
