The Public Hearing was opened on the development plan. <br />Again, Mr. Binkley was present to represent the application. Commissioner <br />Shepherd questioned Mr. Binkley on the price range of these dwellings and <br />was advised they would be in the $60,000 range. <br />Some discussion ensued how this development would be rated on the Growth <br />Management Program now being formulated by the City. Commissioner Wood wished <br />to ascertain that any action by the Commission would not jeopardize that Plan. <br />The Public Hearing was closed on the development plan review. <br />Resolution 1519 was entered and adopted recommending to the City Cuncil <br />approval of PUD-77-4, subject to the 33 conditions listed in the staff <br />report, together with rezoning of the property from the RM-4000 District <br />to the PUD District. <br />Roll Call Vote <br />Resolution: Doherty <br />Seconded: Wood <br />Ayes: Doherty, Jamieson, Shepherd, Wood, Chairman Butler <br />Noes: None <br />Absent: None <br />Abstain: None <br />A Mr. George Moore, 5517 Paseo Navarro, then spoke up indicated he was con- <br />cerned about the parking and increased traffic. Secretary Harris stated <br />that adequate parking per ordinance requirements would be provided for the <br />development. <br />UP-77-6, Ann Waldo - application for a conditional use permit to allow a dance <br />studio to be located at 719 Main Street; zoning for the property is C-C <br />(Central Commercial) District. <br />Secretary Harris described the staff report. There have been deviations <br />from the original plan submitted. The interior of the premises has been <br />revised from what was originally submitted with their design review approval <br />for the exterior of the building. Additionally, there have been access <br />problems with the adjacent property owner, Chris Beratlis. To date, this <br />problem has not been settled. It was staff's opinion that approval for the <br />dance studio could be justified, providing an agreement between the owners <br />of this building and Mr. Beratlis, who owns the adjacent property at <br />347-351 St. Mary Street, this agreement to contain an irrevocable easement <br />giving all parties concerned the right to cross property lines so that the <br />existing parking in the area may be utilized. <br />The Public Hearing was opened. <br />Ann Waldo, 4052 Guilford, Livermore, spoke. She indicated she has between <br />175 and 200 students, two to three instructors, with a maximum of three or <br />four cars on the premises. Seventy-five to 80% of her clientele is from <br />Pleasanton. She indicated that a large number of her students travel to and <br />from class on bicycles. She stated that she could arrange with the parents <br />to have the children dropped off whenever possible. <br />Next, a Lee Donlingher, 4646 Lakewood Street, Pleasanton, spoke. Her child <br />attends the dance studio. She felt compromises arrangements in the form of <br />dropping off and pick up could be made to lessen parking problems.
