high density residential to medium density residential, and to make changes <br />to text o~ General Plan. <br />Secretary Harris explained that in analyzing the situation, staff discovered <br />that it has a problem with changing the General Plan designation, rather, <br />they felt that changing the text of the Land Use Element of the General <br />Plan would be a more proper manner in which to handle the application. <br />The negative declaration was reviewed first and the Public Hearing was <br />opened on that matter. <br />Mr. Dudley Frost, Morrison Homes representative, was present and expressed <br />no problem with the staff's comments. <br />The Public Hearing was closed on the negative declaration review. <br />Resolution No. 1547 was entered and adopted making the findings that this <br />proposed general plan amendment would not have an adverse impact on the <br />environment and that a negative declaration would be filed. <br />Roll Call Vote <br />Resolution: Jamieson <br />Seconded: Doherty <br />Ayes: Doherty, Jamieson, <br />Noes: Shepherd <br />Absent: None <br />Abstain: None <br />Wood and Chairman Butler <br />The Public Hearing was opened for the General Plan review. <br />The staff is recommending amending the Land Use Element of the General Plan <br />to permit PUD projects like Morrison Homes in any of the residential districts <br />if certain findings can be made. <br />Deputy City Attorney Levine stated that the proposal being offered by staff <br />to amend the Land Use Element of the General Plan is one method available to <br />handle this problem. <br />Discussion followed. <br />The Commissioners were concerned that with all these recommended methods to <br />handle this problem, Morrison Homes would find themselves unduly delayed in <br />working out the mechanics of his PUD application. <br />It was explained to the Commissioners that they could recommend a range <br />of densities as well as the staff recommendation for the Land Use Element <br />amendment. <br />Mr. Dudley Frost, Morrison Homes, was present to speak for this application. <br />He requested some flexibility yet retaining all aspects of control by the <br />Planning Commission under the PUD process. <br />Commissioner Shepherd asked~Mr. Frost how firm his commitment is to develop <br />the 78 unit development, and Mr. Frost replied his plans are definite in <br />that regard. <br />Upon query from Commissioner Jamieson, Mr. Frost indicated that as far as <br />number of units per acre in his development plan, it would be the same plan <br />presented to the Planning Commission at their July 13 meeting. <br />-5- <br />..._....._ _.._.. __...,...,t.. ~.... _.,~ <br />
