PUBLIC HEARINGS - NEW BUSINESS Z-77-116, Vic Lund - application for design approval to construct an addition to an existing building at 164 Main Street. Zoning for the property is O (Office) District and C-O (Civic Overlay) District. Staff recommendation is for approval. The Public Hearing was opened. Mr. Vic Lund was present to answer all questions. He agreed with all conditions for approval. The Public Hearing was closed. Resolution 1560 was entered and adopted recommending to the City Council approval of Z-77-116, subject to all conditions in the staff report. Secretary Harris described the staff report. This is a modification of the use permit granted to St. Clare's Episcopal Church on a portion of the property. Staff is recommending approval subject to 19 conditions in the staff re- port. Discussion centered on the 100-year flood level and what construction methods would be required to circumvent that possibility. Commissioner Jamieson ascertained that the homes would be approximately 80 feet from the site on the proposed lodge. Commissioner Shepherd requested that some wording be inserted to safeguard the residences from the facility, by means of buffering. The Public Hearing was opened on the negative declaration. Mr. Jack Fiorio, representing Alisal Lodge #321 was present. He had no comments to offer. The Public Hearing was closed on the negative declaration.
