Commissioner Jamieson wished to know how many other jurisdictions have <br />such plans adopted. Secretary Harris listed several communities. <br />Commissioner Doherty commented on Policy 22, Page 14. He wondered how <br />the element could be so specific on a figure of 13~ for future housing <br />units being in the lower-income household category. Secretary Harris <br />stated that this is set out in the General Plan. <br />Chairman Butler stated that he wished to have the element taken care of <br />that evening if possible, that if no action were taken on the ordinance, <br />he would want comments to be made for the City Attorney's and Planning <br />staff's information. <br />Commissioner Doherty asked that the verbiage be changed on Policy 22 on <br />Page 14, so as to not be so specific on the 13o figure. It was explained <br />that the General Plan would have to be amended to accomplish this. <br />Commissioner Dohertyexpressed concerns as to how this policy statement <br />would be implemented from a business standpoint. Some discussion fol- <br />lowed as to how the matter could be settled. Staff emphasized that this <br />policy statement reflects General Plan goals. <br />Commissioner Doherty stated that he would not oppose the Community Devel- <br />opment Element, but that his sentiments regarding Policy 22 are on record. <br />Resolution 1559 was entered and adopted accepting the Draft Community <br />Development Element of the General Plan. <br />Roll Call Vote <br />Resolution: Wood <br />Seconded: Shepherd <br />Ayes: Doherty, Shepherd, Wood, Chairman Butler <br />Noes: Jamieson <br />Absent: None <br />Abstain: None <br />Next, the Planning Commissioners voiced their opinions regarding the <br />Residential Allocation Ordinance. <br />Commissioner Doherty referred to Page 2, Sec. 2-13.02(f)(2) "surburban <br />sprawl", he felt the words should be deleted. <br />Commissioner Doherty referred to Page 4, Sec. 2-13.06. Residential Allo- <br />cation Board. He had serious problems with the composition of the Board <br />as proposed. However, he wasn't sure at this point who should be on the <br />Board. Chairman Butler stated that he would recommend that the Board be <br />comprised of Councilmembers. He thought it would streamline the process. <br />Again, on Page 6, Commissioner Doherty had concerns about subsidized <br />housing. <br />The City Attorney stated that if there are concerns, it would need to <br />be a consensus vote to change the wording. Chairman Butler recommended <br />putting the matter over to the next meeting for further discussion. <br />It was decided to hold another meeting on the Residential Allocation <br />Ordinance, as soon as possible. <br />-5- <br /> <br />
