Secretary Harris described the entire area encompassed by Tract 3858. <br />This property also includes the property on which the Fiat agency is <br />located. The northeastern corner has already been filled. This ap- <br />plication is for a seven-lot subdivision, with no development planned <br />for Lot 7 at this time. Staff is recommending approval of the map. <br />Secretary Harris explained that the negative declaration is a mitigated <br />one, citing some major concerns pertaining to land filling and traffic <br />circulation. All conditions of approval will be mitigating measures. <br />Staff does not feel any development of Lot 7 should take place without <br />an environmental assessment, which could possibly be a environmental <br />impact report. <br />Mr. George Allen, William Black and Associates, answered questions the <br />Commissioners had regarding property drainage of the site. <br />Mr. Allen asked. for a definition of "fill." Mr. Levine indicated that <br />stockpiling of dirt may be considered "earth moving." The condition in <br />the staff report could be modified to take this into consideration. <br />Mr. Allen emphasized that it is up to the Cityto decide where they <br />wish for Valley Avenue to go through on the property, and then they <br />would be in a position to make a decision regarding development of <br />Lot 7. <br />Secretary Harris explained the intent here is that no more development <br />occur until, probably, an environmental impact report is prepared, <br />taking into account the two main areas of concern - traffic circulation <br />and drainage. <br />The Public Hearing was closed on the negative declaration. <br />Resolution 1568 was entered and adopted making the finding that a miti- <br />gated negative declaration would be filed on this tract map. <br />Roll Call Vote <br />Resolution: Wood <br />Seconded: Butler <br />Ayes: Doherty, Jamieson, Shepherd, Wood, Chairman Butler <br />Noes: None <br />Absent: None <br />Abstain: None <br />Review of Tentative Tract #3858 - Frank Auf der Maur. <br />Mr. Allen spoke on this application, concurring with all findings and <br />conditions. <br />The Public Hearing was closed. <br />Resolution 1569 was entered and adopted approving Tentative Tract #3858 <br />subject to all conditions in the staff report. <br />-12- <br />_. __ .._ ._.._w_.~ ._.._ _.. _...... ._. _.._.__~._.._,.._..._ ._.._.__._ _____._._. _____.._.._..___._......_ ~_.,_ <br />
