Chairman Butler said he would just as soon see 6. deleted. <br />A motion was entered and adopted allocating 10 points to Agriculturally <br />Usuable Lands; 5 points for Design; 10 points to Traffic; 10 for Energy <br />Conservation. <br />Roll Call Vote <br />Motion: Shepherd <br />Seconded: Wood <br />Ayes: Doherty, Shepherd, Wood and Chairman Butler <br />Noes: None <br />Absent: None <br />Abstain: Jamieson <br />Fiscal Concerns <br />Commissioner Doherty had a problem with this section, he felt it was <br />inequitable and that 4. Extra-Costly Features be eliminated. <br />A motion was entered deleting No. 4 and reallocating the points elsewhere. <br />Roll Call Vote <br />Motion: Doherty <br />Seconded: Butler <br />Ayes: Doherty <br />Noes: Shepherd, Wood and Chairman Butler <br />Absent: None <br />Abstain: Jamieson <br />The motion did not pass. <br />Chairman Butler felt that 5. Contribution to the Capital Improvement Fund <br />would only serve to increase costs. Explanation as to why it was set up <br />this way was provided by staff. <br />A motion was entered to delete 5. Contribution to the Capital Improvement <br />Funds with those 15 points reallocated. This motion was seconded by <br />Chairman Butler. Commissioner Doherty then recommended giving 5 points <br />to Missing Linkages..., 5 points to Capital Facility/Utility Dedications.. <br />with staff allocating the remaining 5 points. At this point, Commissioner <br />Jamieson indicated he only wished to vote on deletion of 5., and Com- <br />missioner Doherty then withdrew his motion. <br />Another motion was entered and adopted deleting 5. and reallocating the <br />points as follows: 5 points to 1. 10 points to 2. This motion was <br />seconded by Commissioner Wood, with Chairman Butler and Commissioner <br />Shepherd voting no, Commissioner Doherty and Wood voting yes, with <br />Commissioner Jamieson abstaining. The motion did not pass. <br />Mr. Swift explained how 1. and 2. was originally set up, it should be <br />15 points for the two combined. <br />-6- <br /> <br />
