MI1`dUTES <br />PLANNING COMMISSION <br />Pleasanton Council Chambers <br />30 West Angela Street <br />November 9, 1977 <br />8:00 P.M. <br />CALL TO ORDER <br />The regular meeting of the Planning Commission was called to order by <br />Chairman Butler at 8:10 P.M. <br />The Pledge of Allegiance was recited. <br />ROLL CALL <br />Commissioners Present: Doherty, Jamieson, Shepherd, Wood, Chairman Butler <br />Commissioners Absent: None <br />Staff Members Present: Bob Harris, Director of Planning and Community <br />Development; Harvey Levine, Deputy City Attorney; <br />Don Sooby, Director of Engineering Services; <br />Yvonne McFadden, Recording Secretary <br />Council Members Present: Ken Mercer (Liaison) and Frank Brandes <br />APPROVAL OF MINUTES <br />The minutes of the October 12, 1977, meeting were approved as submitted. <br />REVISIONS AND OMISSIONS TO THE AGENDA <br />Secretary Harris requested the following changes: Continue 5c. RZ-77-12, <br />Scenic Highways Ordinance to December 14, 1977 - Continue 5c. GP-76-6, <br />Thomas K. McManus to December 14, 1977 - Continue 6f. GP-77-4, Rudd Gast <br />to December 14, 1977. Add 7b. Find Conformity with the General Plan <br />for pump station south of Bernal Avenue. <br />Secretary Harris then requested that 5a. UP-77-16, LAVWMA and 6i. UP-77-20, <br />LAVWMA be reviewed together. <br />OLD BUSINESS <br />Livermore-Amador Valley Management Agency (LAVWMA) - Review of the environ- <br />mental impact statement for the proposed wastewater management program <br />known as LAVWMA project. <br />Secretary Harris gave a description of the overall LAVWMA system for the <br />information of the Commissioners. The facilities being considered by the <br />Planning Commission are the export pump station, regulating reservoirs and <br />junction structure described in the layout presented. Design of the <br />structures and their colors were designated. <br />He wished to add Condition 13 to the CUP report requiring odor control <br />of the facility. <br />Deputy City Attorney Levine explained that an environmental impact state- <br />ment for the LAVWMA pipeline project had been prepared by the United States <br />Environmental Protection Agency. The City has done an assessment only <br />on those areas which have not been covered in that report. The staff feels <br />that mitigating conditions being proposed would serve to obviate any <br />
