Commissioner Jamieson commented that Mr. Myers had done an excellent job <br />with the convalescent home he has on Neal Street, and is confident that <br />he would do an equally good job no matter where the facility is located. <br />However, he could not ignore the already serious traffic problems since <br />the Catholic Church located on East Angela Street. Now, the Presbyterian <br />Church will be moving up to Mirador Drive. He felt the area could not <br />stand another traffic generator. He acknowledged a need for such a <br />facility, but that the location chosen was poor. <br />Commissioner Wood felt the project would impact on the entire City, not <br />just the people living in the affected area. He felt the project was <br />about five years premature. <br />Chairman Butler acknowledged that a better location could be sought, <br />but with careful attention to traffic, access, design, etc., the project <br />could be developed in this location. Most of the concerns had to do with <br />poor traffic conditions. With the resolution of this factor and other <br />problems, it does not mean the development should never occur in this <br />location. <br />Resolution No. 1608 was entered and adopted denying the rezoning request <br />and development plan filed under PUD-77-7, as petitioned. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Doherty <br />Ayes: Doherty, Jamieson, <br />Noes: None <br />Absent: None <br />Abstain: None <br />Shepherd, Wood, Chairman Butler <br />Chairman Butler explained the reason for his no vote was because he felt <br />it was inappropriate to approve the PUD without an acceptable development <br />plan. <br />He thanked all present for their cooperation. <br />PUBLIC HEARINGS - NEW BUSINESS <br />RZ-77-20, Lee Slaughter - application to rezone an approximately 3.8 acre <br />parcel of land located immediately west of the Southern Pacific railroad <br />right-of-way and extending from Santa Rita Road southeasterly roughly 1,500 <br />feet (stopping about 225 feet north of Mohr Avenue) from the A (Agricultural) <br />District to the I-P (Industrial Park) District, or any other zoning dis- <br />trict that the city finds to be appropriate and in conformance with the <br />General Plan. <br />Secretary Harris described the staff report and stated that staff recom- <br />mendation is to leave the property in its present designation, with the <br />property owner of this property and the adjacent one bordered by the <br />railroad tracks, Santa Rita Road and Mohr Avenue, presenting an overall <br />development plan, for non-industrial uses. <br />The Public Hearing was opened. <br />-7- <br />
