Dan Pons, 4242 Vervais Street, was present with a neighbor. He objected
to allowing motorcycle sales and service in the C-S District. He cited
numerous occasions of annoyances when persons testing out dirt bikes and
motorcycles race back and forth on Vervais Street. Secretary Harris ex-
plained that "motorcycle sales and service" is a permitted use in the C-S
District. Consequently, the only manner in which to abate such a public
nuisance would be through Police enforcement. Under the proposed ordin-
ance, it is proposed to make the use a conditionally allowed one.
Next, Bill Hirst wished to verify that contractors storage yards would be
allowed in the C-S District. This was verified to be a conditionally
allowed use if the amendment takes place.
Some discussion then took place regarding distinction between retail sales
such as hardware stores being shown as permitted uses in the C-S District
as opposed to motorcycle sales and service being shown as conditional uses
in that same district. Mr. Harris explained the differences in the two
uses as to their applicability and nuisance factor.
Then, Wally Wallner, once again requested that convenience markets be con-
ditionally allowed in the C-F (Commercial Freeway) District.
There being no further comments, the matter was continued to March 8, 1978.
RZ-77-16, City of Pleasanton
Review of a negative declaration to prezone a 13.6 acre parcel of land on
the north side of Stanley Boulevard bounded on the north by the W.P.R.R.
and on the east by the S.P.R.R.
Application of the City of Pleasanton to prezone a 13.6 acre parcel of land
located on the north side of Stanley Boulevard bounded on the north by the
Western Pacific Railroad and on the east by the Southern Pacific Railroad
to the C-S (Commercial Service) District or any other zoning district which
the City finds to be appropriate and in conformance with the General Plan.
Secretary Harris described the background of this case. He said the pro-
perty is in the process of being annexed to the City, and generally at this
stage, prezoning by the City would be considered. He then described the
physical boundaries of the site. Staff recommendation is to prezone the
property to the C-S District. The major reason for that recommendation is
because the use would generate less traffic. Staff stated that because of
the geographic location and topography of the site and limited access from
Stanley Boulevard, that the property is really not yet well suited for any
type of use. But staff is convinced that some type of use should be al-
lowed and the C-S zoning appears best. Staff recommends approval of pre-
zoning to C-S conditioned upon development in phases so that traffic im-
pacts can be measured.
An alternative to the C-S zone would be PUD to provide more control over
the types of uses allowed.
The negative declaration was then opened to discussion.
-2-
__._..._._.,._.._ ......_ . _._.______ ~.._._.._ ..____....._.._..__~.__.._........ r_.. ___ _, __.._,... _ _
