Dan Pons, 4242 Vervais Street, was present with a neighbor. He objected <br />to allowing motorcycle sales and service in the C-S District. He cited <br />numerous occasions of annoyances when persons testing out dirt bikes and <br />motorcycles race back and forth on Vervais Street. Secretary Harris ex- <br />plained that "motorcycle sales and service" is a permitted use in the C-S <br />District. Consequently, the only manner in which to abate such a public <br />nuisance would be through Police enforcement. Under the proposed ordin- <br />ance, it is proposed to make the use a conditionally allowed one. <br />Next, Bill Hirst wished to verify that contractors storage yards would be <br />allowed in the C-S District. This was verified to be a conditionally <br />allowed use if the amendment takes place. <br />Some discussion then took place regarding distinction between retail sales <br />such as hardware stores being shown as permitted uses in the C-S District <br />as opposed to motorcycle sales and service being shown as conditional uses <br />in that same district. Mr. Harris explained the differences in the two <br />uses as to their applicability and nuisance factor. <br />Then, Wally Wallner, once again requested that convenience markets be con- <br />ditionally allowed in the C-F (Commercial Freeway) District. <br />There being no further comments, the matter was continued to March 8, 1978. <br />RZ-77-16, City of Pleasanton <br />Review of a negative declaration to prezone a 13.6 acre parcel of land on <br />the north side of Stanley Boulevard bounded on the north by the W.P.R.R. <br />and on the east by the S.P.R.R. <br />Application of the City of Pleasanton to prezone a 13.6 acre parcel of land <br />located on the north side of Stanley Boulevard bounded on the north by the <br />Western Pacific Railroad and on the east by the Southern Pacific Railroad <br />to the C-S (Commercial Service) District or any other zoning district which <br />the City finds to be appropriate and in conformance with the General Plan. <br />Secretary Harris described the background of this case. He said the pro- <br />perty is in the process of being annexed to the City, and generally at this <br />stage, prezoning by the City would be considered. He then described the <br />physical boundaries of the site. Staff recommendation is to prezone the <br />property to the C-S District. The major reason for that recommendation is <br />because the use would generate less traffic. Staff stated that because of <br />the geographic location and topography of the site and limited access from <br />Stanley Boulevard, that the property is really not yet well suited for any <br />type of use. But staff is convinced that some type of use should be al- <br />lowed and the C-S zoning appears best.
