Review of request from Frank DiFilippo for joint use of off-street <br />facilities for commercial establishments. <br />Secretary Harris indicated that he would be comfortable with this request <br />as long as the City had control over the situation. He felt that the <br />request could be accommodated through the conditional use permit procedure, <br />which Mr. DiFilippo would be required to apply for in any case. <br />However, Secretary Harris felt that it would be appropriate to have a <br />mechanism in the code to cover these kinds of uses. The Commissioners <br />agreed. Various aspects of such a joint use were discussed. <br />It was explained that the parking lot across the street on the Citizens <br />Savings and Loan development would not qualify since the pizza parlor <br />could not use that parking area during the day. Additionally, the zoning <br />is different for each property. <br />Resolution No. 1631 was entered and adopted instructing staff to initiate <br />an ordinance amendment which would provide for joint use of off-street <br />parking facilities for commercial establishments. <br />Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Jamieson <br />Ayes: Jamieson, Shepherd, Butler <br />Noes: None <br />Absent: Doherty <br />Abstain: None <br />B. Review of request to amend the Ordinance Code to allow screening <br />structures over 2-1/2 ft. high in residential front setbacks. <br />Secretary Harris briefly described the cover memo on this case. He recom- <br />mended consideration of an ordinance amendment. Personally, he had problems <br />with this because of possible abuses. He could only assume that the <br />majority of the people in to City preferred to maintain the open space <br />arrangement called for in the code. Staff's recommendation would allow <br />structures taller than six feet in the front yard, subject to conditions <br />noted on Page 2 of the memorandum of April 10, 1978. However, staff is <br />recommending that no fences or retaining walls, hedges, walls, etc., be <br />taller than 30 inches on the street side of a corner lot, provided no such <br />structure or hedge shall pose a traffic sight obstruction. <br />-- 9 - <br /> <br />
