Roll Call Vote <br />Resolution: Shepherd <br />Seconded: Jamieson <br />Ayes: Jamieson, Shepherd, Butler <br />Noes: None <br />Absent: Doherty <br />Abstain: None <br />PUD-78-2, Falendar Homes - Review of environmental impact report for a <br />medium density residential development located between Alder Court and <br />Lemonwood Way along the extension of Muirwood Drive. <br />Application for a planned unit development for a medium density residential <br />development comprising 51 single family, zero~lot line homes similar to the <br />existing Oak Hill development on a 12-acre site, located as described in <br />the environmental review above. <br />The staff report was described by Secretary Harris. There is no sewer <br />capacity at this time. When it becomes available, it will be sewered through <br />DSRSD. A portion of this development is near the top of the list in the <br />1972 settlement agreement and after the PUD approval is received, this PUD <br />will be eligible under the newly adopted Residential Allocation Program. <br />The EIR prepared for Tentative Tract #3102 is still valid for this develop- <br />ment. Following review under the residential allocation program require- <br />ments, the development would need to go through the subdivision map stages. <br />Considerable discussion took place regarding noise attenuation measures <br />which will need to be taken for this development. <br />Commissioner Jamieson expressed concerns for those people who live in close <br />proximity to the freeway. <br />Secretary Harris advised the Commissioners that when the Kolb property <br />(that land immediately adjacent to the freeway), is developed more stringent <br />noise attenuation requirements would probably be required. Unit #3, now <br />under consideration, is borderline as far as noise is concerned. <br />The Public Hearing was opened. <br />Mr. Fred Falender, developer of the property was present. His offices are <br />located at 1660 Olympic Boulevard, Walnut Creek. With him was his engineer, <br />Rod Andrade of MacKay & Somps. <br />Mr. Falender indicated general agreement with the staff recommendations. <br />In checking with P.G.&E., he discovered that they qualify for 60 points to <br />have an energy conservation home. He asked for some compromise position <br />on this point. He stated that P.G.&E. is currently studying their energy <br />conservation requirements. <br />His next concern was a requirement noted under Condition <br />a temporary asphalt berm along the east side of Muirwood <br />wood to the northern tract boundary. He agreed with the <br />asked if it would be feasible to eliminate the parking 1 <br />He asked for the same consideration for Lemonwood Drive. <br />that something could be arranged regarding this request. <br />No. 10, to provide <br />Drive from Lemon- <br />requirement but <br />one at this time. <br />Mr. Sooby replied <br />-7- <br />
