Upon inquiry from Chairman Butler, Secretary Harris emphasized that staff <br />does not object to the diesel pumps to serve automobiles, but merely the <br />possibility of increased truck traffic. Therefore, staff is recommending <br />that the diesel pump be placed under a canopy low enough to prevent trucks <br />from using it. <br />The Public Hearing was opened on the negative declaration, design review <br />and conditional use permit. <br />Secretary Harris stated that he is recommending a mitigated negative de- <br />claration. <br />Next, Lee Amaral, attorney at 62 Neal Street, spoke for the application. <br />He introduced: <br />John Wickland, 2150 Stone Boulevard, West Sacramento, who spoke to the <br />diesel truck services. Mr. Wickland stated that his company is not inter- <br />ested in turning the area into a truck stop, but hoped only to capture the <br />truck traffic which stops there regularly. He indicated that in surveying <br />the market, they did not anticipate more than two trucks per hour. He <br />provided the Commissioners with an explanation of what a self-serve diesel <br />fuel operation consists of. <br />Considerable discussion took place between the applicants and the Commission <br />and staff regarding turning radius for trucks and the circulation pattern <br />within the station, as well as exits from Johnson Industrial Drive, going <br />to the "bulb" at the end, and circling around back to the traffic light to <br />exit the area. <br />Mr. Wickland indicated that the station will carry proper notification signs <br />to keep the truck traffic flowing correctly. <br />Commissioner Doherty asked whether any traffic surveys had been conducted <br />regarding diesel fueled automobiles and projections as to the number of <br />autos, such as VW Rabbits and Mercedes Benz which require diesel fuel. Mr. <br />Wickland replied that they have no figures for Pleasanton itself. But he <br />estimated double digit figures in the next couple of years. <br />Chairman Butler asked Mr. Wickland if he would still be willing to build <br />the station if the diesel pump were restricted to passenger vehicles only, <br />and Mr. Wickland indicated that he would be willing to go ahead, but would <br />prefer to have the service for trucks. <br />Upon query from CommissionerJamieson, Mr. Wickland stated that they have <br />stations in Redding and Sacramento with the same general configuration as <br />this site, but not quite as narrow. <br />Mr. Wickland indicated a preference for a 24-hour station, also. <br />Commissioner Jamieson expressed his concerns regarding the access points for <br />the site. <br />Next, Jack Bras, architect, directed his comments toward a controlled traffic <br />situation and how the revised plans will allow for better maneuverability. <br />-2- <br />
