Mr. Tach, 2742 Longspur Way, asked if there was any covering for the light
fixtures to prevent glare into the homes on Longspur Way.
Ronald Pozzebon, 2808 Longspur Way, felt there was a misleading staff report.
He indicated that he was involved in last year's appeal. Mr. Pozzebon
talked about the present fencing on owner's property line. He indicated
that the two-story houses looking down could see the shopping center.
He pointed out that if the Tam Investment Co. Inc. were to fold, then City
would have to cover costs. What if more parking spaces were needed, would
they be able to build more parking spaces? They would need to replace the
fence proposed with a more permanent fence. Mr. Pozzebon talked about the
P and I zoned property. Mr. Harris explained that they could not exceed the
parking spaces required by the code unless a variance were granted.
Arlene Zuffa, 2730 Longspur Way, asked if there would be places for teenagers
to hang around. Would recreational places such as discos, pinball machines,
be in shopping center? She was concerned about loud noises that would
keep people awake at all hours and about a crosswalk to protect children
going over to the other shopping center.
The Public Hearing was closed.
Commissioner Doherty indicated that there was a business risk in regards to
the amount of specialty shops already in Pleasanton. He also noted that
along the easterly property line landscaping should be added.
The Public Hearing was reopened.
Mr. Pozzoban read a letter that was written by him to certain Councilmembers
and certain members of staff. In his letter he expressed how those on
Longspur Way felt about building a shopping center and some facts as to
why it shouldn't be built were given by him.
The Public Hearing was closed again.
Commission Wilson indicated that there was insufficient parking, and that
the building area is too great for the parking area and site; there is, also,
no accommodation for truck loading.
Commissioner Getty commented about the loading zones and also about the
parking. She noted that the bridge from the Sports Park is constantly used.
She felt that there was much building for that amount of parking spaces on
such a small piece of land.
Commissioner Leppert thought there were many problems, several already
discussed. He wanted to know the method used to determine traffic flow.
He added that the noise factor could be a problem.
Mr. Harris reviewed the procedural choices of the Commission and indicated
that they could vote on the negative declaration, or vote on the project
as is, or send it back to the developers.
Commissioner Wilson asked if the developer would continue the project.
-3-
