Mr. Bill Hirst then addressed the Commissioners confirming that the property owner, Joe Madden, still wishes to have his property annexed to the City of Pleasanton, and that they plan to "wait and see" regarding relocation of the railroad. Mr. Earl Augusta, 3962 Stanley Boulevard, property owner in the vicinity, asked if the decision would ultimately be verified by the City Council. City Attorney Levine confirmed this understanding. Resolution 1649 was entered and adopted making the finding that prezoning the property filed under RZ-77-16, to the A (Agricultural) District, would not have an adverse impact on the environment and that a Negative Declaration would be filed. Application for a conditional use permit to construct and operate an office which would be located on a 2.6 acre site near the intersection of Dorman Road and West Las Positas Blvd.; zoning for the property is P (Public and Institutional) District. Staff comments were presented on this application for both the environmental impact report prepared for the case and the conditional use permit for operation of this office. The Public Hearing was ooened on the EIR review. No one spoke, and the Public Hearing was closed. -2-
