MINUTES <br />PLANNING COMMISSION <br />December 13, 1978 <br />-3- <br />this application is filed. <br />There being no questions of staff, Chairman Jamieson opened the public <br />hearing. <br />The applicant, Dion Pashkoff, spoke stating she concurs with the staff <br />report as the tenant. The property owner, Mr. Kaplan, was not present. <br />There being no one for or against this project, the public hearing was <br />closed. <br />Commissioner Geppert moved approval of UP-78-35 subject to the conditions as <br />shown on the December 13, 1978 staff report and Commissioner Getty seconded <br />the motion. <br />Resolution No. 1706 was then entered and adopted approving UP-78-35. <br />Roll Call Vote: <br />Ayes: Commissioners Geppert, Getty, Wilson, Doherty and <br />Chairman Jamieson <br />Noes: None <br />Absent: None <br />Abstain: None <br />Since the meeting was running very late, Chairman Jamieson took a poll of <br />the audience to determine how many persons were waiting for the PUD next on <br />the agenda and how many persons were waiting for the last item. Since <br />the last item had more people, Chairman Jamieson moved it ahead of the <br />PUD, with permission of the PUD principles. <br />LA FEMME COIFFEURS BEAUTY SALON <br />Application of the La Femme Coiffeurs Beauty Salon, 6027 West Las Positas <br />Boulevard, to add a masseuse as part of the beauty salon business. <br />Mr. Harris explained the staff report and subsequent recommendation for <br />approval. He stated it would have to be determined by the Commission <br />whether or not having one masseuse in a beauty parlor constitutes a <br />'massage establishment or a beauty parlor'. Commissioner Geppert then <br />stated he didn't understand how you could differentiate between the two. <br />Harvey Levine, City Attorney explained the ordinances and their appli- <br />cations. He further stated we are attempting to establish whether or not <br />a masseuse is a proper part of a beauty salon under the circumstances <br />outlined. <br />The public hearing was opened. <br />James Wharton, attorney for the applicant spoke to the reputation of <br />Joanna Ketchler's business and the fact that the masseuse would constitute <br />less than 10~ of the business. He stated Ms. Ketchler employs 6-8 people <br /> <br />
