He stated this project did not <br />conform to the Safety Element of the General Plan in that response time <br />would not be five minutes or less. He explained the results of a recent <br />physical test of equipment going up Longview Drive from the various fire <br />stations. He stated response times are excessive. <br />Commissioner Wilson then addressed the Castlewood Area and asked Chief <br />Hill if the response time is basically the same as that of Longview? <br />Chief Hill stated it was similar. Chief Hill stated the Fire Department <br />gives protection to Castlewood through contract. Commissioner Wilson <br />then asked Chief Hill if he was ever afforded the opportunity to object <br />to a development in the Castlewood Area. Chief Hill stated he had no <br />jurisdiction in that area. Commissioner Leppert addressed Chief Hill's <br />report in that Chief Hill talks of an alternate route and that the <br />alternate route is twice as long as the one proposed for this development. <br />Chief Hill explained that his concerns are with the steepness of a hill. <br />Commissioner Doherty asked if there were areas in Pleasanton of equally <br />long response time. Chief Hill responded there were none and that most <br />developments have response time within the five minute limitation. <br />Chairman Jamieson addressed fire insurance rates to homeowners of the <br />City. Chief Hill responded insurance rates are often based on response time <br />and insurance rates also involve many other kings -- manpower being a <br />portion of it and the City of Pleasanton Fire Department is currently <br />understaffed. <br />The public hearing was then opened. <br />Gilbert Maines, 39465 Paseo Padre Parkway, Fremont, attorney for the <br />applicant, was present. He stated he had not received a copy of the Fire <br />Department's report concerning response time as a result of the test. <br />He did state, however, he was present to watch the test taking place. <br />He stated he was pleased with what he saw on Longview. Mr. Maines stated <br />the City's General Plan speaks to goals and not mandates. He addressed <br />plans for the hillside including mitigation measures regarding fire such as <br />sprinklers in the garages, fire resistent roofing materials, etc. He <br />stated these conditions are not imposed on any other buildings in the City. <br />He stated building proximity in Longview is not a problem. He further <br />stated he disagrees that all of the geologists opinions are not in accord. <br />He stated they all speak to different matters. He further stated none of <br />the geologists stated that a slide does exist. He addressed seismic events <br />of 1906, 1861 and 1835 and asserted that this hillside did not move during <br />those shakes. He stated tentative tract was approved in 1969 showing 28 <br />home sites and his applicant wants to finish this development. <br />Since there were few people in the audience for this project, it was agreed <br />this matter would be continued to a later time in the meeting after those <br />with a "large" group of people in attendance were heard. This project was <br />reconvened at 11:00 P.M. <br />Mr. Maines addressed the Commission and addressed the Tentative Tract <br />Map 2892 which he posted for the Commission to see. He placed two overlays <br />over the tentative map showing lots 4, 5, 6, 7, 8 and 9 on which units have <br />been built. He referred to the EIR, page 3 on which Moore and Tabor <br />-7- <br />
