MINUTES <br />PLANNING COMMISSION <br />Study Session April 6, 1979 <br />7:30 P.M. <br />ROLL CALL <br />Commissioners Present: Gregg Doherty, Joyce Getty, Ken Geppert, <br />DeWitt Wilson and Chairman Bill Jamieson <br />Staff Members Present: Robert J. Harris, Director of Planning <br />and Community Development <br />Council Members Present: Mayor Frank Brandes <br />Others: Harvey Kameny of Crocker Homes and the Press <br />Chairman Jamieson opened the meeting and indicated the Commission <br />would consider the large residential lot study first. Commissioner <br />Doherty indicated he felt there should be certain bonus features <br />added to the Residential Allocation Program (RAP) to encourage <br />developers to subdivide properties into large lots. He suggested <br />that developments with a minimum lot size of over 10,000 sq. ft. <br />receive a bonus of 20 points under RAP and that developments with a <br />minimum lot size of over 15,000 sq. ft. be exempt from RAP. DeWitt <br />Wilson suggested that for developments with a minimum lot size of <br />over 8,000 sq. ft. that there should be a bonus of one point for <br />each additional 1,000 sq. ft. of lot area to a maximum of 20,000 sq. <br />ft., i.e., that a developer could get up to a 12 point bonus. Com- <br />missioner Doherty then moved to exempt all developments with a <br />minimum lot size over 20,000 sq. ft. That action was also passed <br />five to zero. <br />Discussion then centered on the maximum number of units any developer <br />should be allowed to build in any one year. Commissioner DeWitt <br />Wilson moved that no developer be allowed to build more than 50 units <br />in any year. This limit would pertain no matter how many properties <br />the developer has or how many different company names he uses. This <br />limit also pertains to developments which are exempt from RAP. This <br />motion was also passed unanimously. <br />The Commission then considered the zoning of the property listed in <br />the January 10, 1979 staff report. All 10 areas were discussed and <br />a 'straw' vote taken on each one. Several motions having to do with <br />specific zonings were made but none proved successful. Commissioner <br />Wilson then moved that the Hansen Ranch, Pleasanton Meadows, Heritage <br />Valley, Amberwood, Myers and the McManus properties all be rezoned <br />to R-1-10,000. This matter was approved: Ayes: Doherty, Jamieson, <br />Wilson. Noes: Geppert and Getty. <br />Commissioner Doherty then moved that the Mohr-Martin property, both <br />inside and outside of the City be 2-1/2 acre minimum zoning. This <br />motion was also approved. He then moved Mobile Home Park East be <br />rezoned PUD (Medium Density Residential) and that motion was also <br />approved.
